To further advance the rule of law in medical institutions and promote the comprehensive implementation of law-based hospital development, the Beijing Municipal Health Commission conducted municipal-level evaluations on law-based hospital development of 25 tertiary hospitals from June 1 to July 8, 2026. Officials responsible for legal affairs from the National Health Commission and the Beijing Municipal Health Commission, together with relevant experts, participated in the evaluation process.

Building on years of continuous efforts to strengthen legal governance in hospitals, the Beijing Municipal Health Commission has steadily advanced the development of law-based hospitals. Drawing on the experience gained from earlier pilot programs, the Commission issued the Specifications for Law-Based Hospital Development in Beijing (Trial) and the Standards for Law-Based Hospital Development in Beijing (Trial) in February 2025. On March 28, 2025, it convened a citywide deployment meeting to launch law-based hospital development across hospitals of all levels and types throughout Beijing. To further guide and advance this initiative, the Commission issued the Implementation Plan for the Evaluation of Law-Based Hospital Development in Beijing in September 2025. Under the plan, municipal and district health authorities will conduct comprehensive evaluations and guidance covering all hospitals in the city between 2026 and 2030. The Beijing Municipal Health Commission is responsible primarily for evaluating tertiary hospitals, while district health commissions are responsible for primary and secondary hospitals. On November 12, 2025, the Commission organized a training session on the evaluation process, explaining the evaluation framework, assessment standards, and related requirements. Representatives from pilot hospitals also shared their practical experience. Officials responsible for legal governance affairs from 147hospitals scheduled for evaluation in 2026 attended the training.

The municipal evaluations were conducted through on-site assessments, combining presentations by hospital representatives, document reviews, panel discussions, and questionnaire surveys. The evaluation results will be provided to each hospital in the form of a written assessment report, offering targeted recommendations to the hospitals on improving compliance with the rule of law.

Going forward, district health commissions across Beijing will successively carry out their annual evaluations of law-based hospital development. Using the evaluation process as a key mechanism, municipal and district health authorities will continue to guide hospitals at all levels and types in strengthening law-based governance, thereby supporting and promoting the high-quality development of healthcare institutions through a high standard of legal governance.
