On June 30, the Beijing Municipal Health Commission organized a training session aimed at strengthening the flood emergency response capabilities of the city's pre-hospital emergency care system. More than 900 participants attended the event, including representatives from the Beijing Municipal Health Commission, Beijing Emergency Medical Center, Beijing Public Health Emergency Management Center, district health commissions, the Social Affairs Bureau of Beijing Economic-Technological Development Area, and frontline personnel from the city's pre-hospital emergency medical services system.

During the training, the Beijing Emergency Medical Center provided instruction on ambulance dispatch principles and procedures during the flood season, emergency response plans and reporting requirements for ambulance crews encountering hazardous situations or becoming stranded, and the proper use of flood emergency response equipment. Representatives from the Longshan Emergency Medical Station of Huairou District Hospital of Traditional Chinese Medicine shared their experience in preparing pre-hospital emergency services for the flood season. The Mentougou District Health Commission also presented practical measures based on previous flood rescue operations, including improving the transition mechanism between routine and emergency operations, strengthening the flood emergency response plan system, and enhancing the capacity for health emergency response under extreme flood conditions.

The meeting stressed that all districts and relevant organizations should further raise awareness, remain vigilant, overcome complacency and wishful thinking, strengthen risk awareness and bottom-line thinking, and strictly fulfill their responsibilities for flood prevention and control. Continued training on flood emergency knowledge and skills should be strengthened so that every pre-hospital emergency responder is proficient in using emergency equipment such as life jackets and satellite phones to ensure the safety of both patients and rescue personnel. Participants were also instructed to closely monitor weather conditions and promptly activate flood prevention measures in accordance with emergency plans whenever weather warnings are issued. Emergency medical stations located in areas vulnerable to geological hazards, underground spaces, or low-lying areas should enhance inspections and implement preventive measures in advance to ensure operational safety during extreme weather events. In addition, while carrying out emergency medical rescue operations, all units must ensure timely and accurate information reporting and strictly prevent delayed reporting, omissions, false reporting, or concealment of information.
