From Laying a Solid Foundation to Empowerment and Efficiency Enhancement: The National AI Application Pilot and Test Base (Medical Sector · Beijing) Welcomes Its First Round of Ecosystem Partnership Signings

Since Beijing launched the development of the National Artificial Intelligence Application Pilot and Test Base (Medical Sector) in 2025, the city has established common enabling platforms for computing power, data, models, and applications. Building on this foundation, efforts have focused on addressing long-standing institutional challenges that have constrained cooperation between medical institutions and enterprises, including data rights, intellectual property protection, and market promotion mechanisms. By fostering new forms of AI-empowered industry collaboration, significant breakthroughs have recently been achieved.

On January 16, the Beijing Municipal Health Commission held a signing ceremony for ecosystem cooperation agreements for the National AI Application Pilot and Test Base (Medical Sector). This event marked the completion of key institutional designs covering data production, model development, and market promotion, signaling the transition of the national pilot and test base toward large-scale implementation.

The ecosystem cooperation agreements clearly define collaboration mechanisms, the boundaries of rights, responsibilities, and obligations, as well as performance evaluation indicators for all participants in the medical and health AI ecosystem. Clear rules have been established for critical areas such as the ownership of high-quality data, shared intellectual property rights for AI models, and benefit-sharing from the commercialization of research outcomes. These arrangements provide a stable and reliable institutional framework for long-term, sustainable cooperation among medical institutions, AI enterprises, and base operating entities.

At the launch event, Beijing Tongren Hospital, Capital Medical University, and the base operating entity, Beijing Medical and Health Large Model Co., Ltd., signed an ecosystem cooperation agreement in the field of ophthalmology. The two parties will jointly establish a Joint Innovation Laboratory and an Application Promotion Center under the National AI Application Pilot and Test Base, forming a closed-loop cooperation mechanism that integrates scientific research and innovation, clinical validation, commercialization ofachievements, and application promotion. They will also collaboratively develop a high-quality ophthalmology data set to advance the clinical translation of ophthalmic AI products and promote their application across medical institutions at all levels, health examination centers, and community health service centers, thereby improving equitable access to high-quality medical resources.

Looking ahead, Beijing will take demonstration projects as benchmarks and make all-out efforts to promote the deep integration of medical AI technological innovation with industry applications, contributing pioneering experience and strong momentum to the coordinated and innovative development of China’s medical AI industry nationwide.
