To further expand the scope of contracted family doctor services, promote full-cycle health management services centered on health, and improve the quality and efficiency of contracted family doctor services, the Beijing Municipal Health Commission has issued and implemented the “Pilot Work Plan for the Construction of Family Doctor Health Management Centers”. Recently, the Commission held an on-site meeting at Guangwai Community Health Service Center in Xicheng District to advance the pilot construction of Family Doctor Health Management Centers, to promote the "12345+N" model for the construction of the centers. The meeting laid out tasks for the construction work, explained the standards, and clarified the requirements for work. Community health service centers from Xueyuan Road in Haidian District, Fangzhuang in Fengtai District, and Gulou in Miyun District shared their experiences. Participants also visited the Guangwai center to observe its construction progress , gaining a clearer and more intuitive understanding of the center’s functional positioning, service content, construction methods, and the key aspects and priority tasks of the construction process in a more comprehensive and accurate way.
The Family Doctor Health Management Center is based on community health service centers. It aims to improve contracted family doctor services in alignment with the capital’s functional positioning and residents’ personalized, multi-level health needs. By standardizing signage, optimizing service procedures, integrating medical and preventive services, solidifying service scenarios, expanding service offerings, and utilizing digital technologies, the center provides full-chain health management — from pre-diagnosis health monitoring, to intervention during treatment, and continuous post-treatment care. This helps strengthen the role of family doctors as "health gatekeepers" and enhances residents' sense of fulfillment and satisfaction with the services. Going forward, the Beijing Municipal Health Commission will supervise and guide pilot institutions to carry out the construction of these centers with high quality, deepen the reform of contracted family doctor services, promote a shift from disease-centered to health-centered service delivery, enhance the capacity of primary healthcare, encourage more residents to contract family doctors, and contribute to building a Healthy Beijing.
