Beijing-Tianjin-Hebei Hosts Publicity and Exchange Event on Basic Public Health Services

On April 29, the Health Commissions of Beijing, Tianjin, and Hebei jointly held a publicity and exchange event on coordinated development of grassroots healthcare, marking the 15th anniversary of the Basic Public Health Services Program in the Beijing-Tianjin-Hebei region.

The three regions engaged in in-depth exchanges on the achievements and measures from the past 15 years of the basic public health services program, showcased innovative practices and health education outcomes in the field, and held signing ceremonies for the “Hand-in-Hand” partnership between grassroots medical and health institutions in the three areas. Additionally, they launched the “Famous Hospitals, Doctors, and Courses – Weekly Lecture Series” for regional sharing, distributed the “Implementation Plan for Further Promoting Coordinated Development of Grassroots Health in the Beijing-Tianjin-Hebei Region”, and issued the “Joint Initiative on Coordinated Development of Basic Public Health Services in the Beijing-Tianjin-Hebei Region”. The initiative outlines plan to enhance collaboration through resource sharing and integration, promote service standardization, deepen talent exchange and training, pilot the development of featured services, and advance the “1+1+1” paired assistance model—all aimed at promoting high-quality, coordinated development of basic public health services in the region.

The National Basic Public Health Services Program, launched in 2009 as a key part of China’s deepened healthcare reform, is a crucial measure to implement the Party’s health policy of “prevention first” in the new era and to advance the Healthy China strategy. It is delivered through grassroots medical and health institutions and targets key groups such as children, pregnant women, the elderly, and people with chronic diseases, providing them with free, comprehensive public health services. Over the past 15 years, the scope of basic health services has steadily expanded. Through initiatives such as chronic disease management, health services, vaccination, and maternal and childcare, residents in Beijing, Tianjin, and Hebei have shown increased awareness of personal health management, improved major health indicators, and achieved notable outcomes in health interventions. Standing at the new starting point of the program's 15th anniversary, the three regions are committed to analyzing past experiences on basic public health, continuously improving service delivery, advancing equity in basic public health services, and striving to enhance the health of urban and rural residents.

Director Fu Wei from the Department of Primary Health of the National Health Commission attended the event and expressed hopes for further progress in basic public health services and grassroots healthcare collaboration in the region. Also attending and speaking at the event were Wang Jianhui and Li Dianjun, Deputy Directors of the Beijing Municipal Health Commission; Yan Jianzhen, Deputy Director of the Hebei Provincial Health Commission; and Bi Xiaona, Director of the Department of Primary Health and Elderly Health of the Tianjin Municipal Health Commission.
