From:Beijing Municipal Health Commission
Date:04/30/2025

April 22 marked 40 days until the tenth anniversary of the implementation of the “Beijing Tobacco Control Regulation” (hereinafter referred to as the “Regulation”). To commemorate this milestone, the "Smoke-Free Beijing, A Decade Together" campaign and the launch event for tobacco control education in primary and secondary schools were held at Beijing No. 65 Middle School. The event was hosted by the Beijing Municipal Health Commission, the Beijing Municipal Education Commission, and the Beijing Patriotic Health Campaign Committee, and co-organized by the Beijing Center for Disease Control and Prevention, the Beijing Tobacco Control Association, the Dongcheng District Patriotic Health Campaign Committee, the Dongcheng District Education Commission, and Beijing No. 65 Middle School. The event featured a program announcement, a student initiative, and a tobacco control-themed health education class, bringing together collective efforts to build a strong smoke-free defense on campuses.

Adolescents are a key group for tobacco control efforts. Recognizing the cognitive and behavioral characteristics of this group, the Beijing Municipal Health Commission and the Beijing Municipal Education Commission jointly issued the “Implementation Plan for Tobacco Control Promotion in Primary and Secondary Schools”. The plan outlines three major strategies: regular tobacco control promotion, the creation of smoke-free environments, and the integration of tobacco control content into Physical Education and Health classes, aiming to steadily advance tobacco control work in schools. Starting in 2025, tobacco control-themed health education will become a standard part of health education in Beijing’s primary and secondary schools, with increased efforts around May 31, World No Tobacco Day, to strengthen students’ awareness of the harms of tobacco.

At the launch ceremony, a student representative from Beijing No. 65 Middle School delivered a proposal titled "Stay Away from Tobacco, Grow Up Healthy," calling on all students across the city to "refuse the first cigarette and strive to become a smoke-free new generation," thus building a shared community for smoke-free youth. Teacher Wang Rui from No. 65 Middle School and Dr. Xiao Dan, President of the Beijing Tobacco Control Association, jointly conducted a model “dual-instructor class.” The lesson introduced the history of tobacco control in China, analyzed the harms of tobacco on the respiratory and cardiovascular systems through modern medical data, and warned of the potential risks of e-cigarettes. Once optimized, this course will be standardized into teaching materials and promoted throughout all primary and secondary schools in Beijing.

With the implementation of this plan, Beijing will continue to promote a coordinated model involving families, schools, and communities, with multi-department collaboration, to continuously strengthen tobacco control awareness among young people and contribute the capital's experience to the construction of a Healthy China.
