To serve China’s overall diplomatic strategy and support Beijing's role as a center for international exchanges, and to further enhance the international perspective, professional competence, and intercultural communication skills of foreign affairs personnel within Beijing's health system, the Beijing Municipal Health Commission held a comprehensive foreign affairs training session on April 11. Second-level Inspector Zheng Jinpu delivered the opening speech, and Ambassador Huang Zheng from the Policy Planning Department of the Ministry of Foreign Affairs gave the keynote address on the current international landscape. Nearly 90 participants attended the training, including heads of district-level health commissions, the Beijing Administration of Traditional Chinese Medicine, the Beijing Center for Disease Control and Prevention, the Beijing Hospitals Authority, affiliated institutions, and municipal hospitals, along with directors and designated officers from foreign affairs departments.
Second-level Inspector Zheng Jinpu put forward four key requirements for effectively carrying out foreign affairs work in the health sector in 2025: 1. Adhere to Party leadership. It is essential to uphold the Party's unified leadership over foreign affairs, firmly grasp the political nature of foreign-related work and remain committed to the original mission. 2. Strengthen theoretical learning. In-depth study and implementation of Xi Jinping Thought on Diplomacy should be prioritized to foster dynamic practices in international cooperation and exchanges in the health sector. 3. Ensure effective policy implementation. All units should keep up with and implement relevant documents issued by the central government and Beijing municipality, improve institutional mechanisms in line with new policies, situations, and tasks, and raise the level of work. 4. Enhance risk prevention. Strict adherence to regulations on official overseas visits is required, along with strengthened management of personnel abroad to ensure the safety of foreign affairs work.
The training featured experts and officials from the Policy Planning Department of the Ministry of Foreign Affairs, the Hong Kong and Macao Affairs Office and Language Office of Foreign Affairs Office of the CPC Beijing Municipal Committee and Municipal Government, the Economic Affairs Office of the Taiwan Affairs Office, and the School of Humanities at Peking University. Topics included studying Xi Jinping Thought on Diplomacy and the international situation, work related to Hong Kong, Macao, and Taiwan, building a multilingual environment for Beijing as an international exchange center, and policies for official overseas visits. The training also conveyed the spirit of the National Health Foreign Affairs Conference and the Foreign Affairs Work Committee of the CPC Beijing Municipal Committee.
This session combined policy knowledge on foreign affairs with vivid case analyses from practical work. It played a positive role in further improving the capabilities of foreign affairs personnel and ensuring a scientific and standardized approach to foreign-related health work in Beijing in 2025.
