Beijing Disease Prevention and Control Work Conference 2025 Held

On February 20, 2025, the Beijing Disease Prevention and Control Work Conference was convened. The conference adhered to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and implemented the spirit of the 20th National Congress of the Communist Party of China, as well as the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee and the 5th and 6th Plenary Sessions of the 13th Beijing Municipal Committee. It carefully implemented the work deployments of the National Health Commission, the National Bureau for Disease Control and Prevention, and the requirements for Beijing's "three medical systems" coordination work. The conference summarized the work of 2024 and set out the key tasks for 2025.

The meeting emphasized that in 2024, Beijing’s disease control system made new progress in system reform, infectious disease prevention and control, and chronic disease management.

The disease control mechanism continued to improve with the establishment and operation of district and municipal disease control bureaus, advancing high-quality development in Beijing’s disease prevention and control work. Progress was made in the construction of the “Capital Public Health Center,” the pilot project for national medicine and prevention collaboration, and the demonstration projects for the municipal public health system. The city also effectively responded to various infectious disease risks, showing significant results in the prevention and control of major infectious diseases such as tuberculosis, HIV, and hepatitis C. The core capabilities of disease control were continuously enhanced, with the multi-level and multi-channel monitoring network expanding and solidifying, ranking among the best nationwide. Emergency response capabilities and testing capacities were further consolidated and strengthened, with excellent performance in the national epidemiological investigation skills competition. Health intervention strategies were optimized, with the introduction of measures such as electronic vaccination certificates and the expansion of free flu vaccination coverage, among other people’s benefits. Occupational health management capabilities were also continuously improved, including initiatives to improve the work environment of small businesses and the establishment of municipal health enterprises. The regulatory model continued to innovate, with the first comprehensive evaluation and categorization of disinfection product production enterprises being completed, and non-site regulatory work in the public health field was steadily implemented. The management system for chronic disease prevention and control made initial progress, with significant improvements in the management of severe mental disorders.

The meeting set out key tasks for 2025, marking the final year of the 14th Five-Year Plan. Beijing's disease control system is urged to focus on the goal of modernizing the public health system, ensuring that disease prevention and control work continues to move towards high-quality and modernized development. The key points include: 1. Accelerating the reorganization of district disease control and supervision systems, building municipal public health centers, strengthening the cultivation of high-level public health talents, and promoting the construction of key disciplines and the transformation of research outcomes. 2. Continuing to strengthen the prevention and control of major infectious diseases, improving the infectious disease prevention and control mechanisms, and innovating measures for the prevention and treatment of diseases like AIDS and tuberculosis. 3. Focusing on the “Core Disease Control Capacity Enhancement Year” and the “Mental Health Services Year,” accelerating the improvement of monitoring, early warning, risk assessment, emergency response, epidemiological investigation, testing, and medical treatment capabilities. Beijing’s mental health services system will be improved, with better management and rescue for severe mental disorders, as well as strengthened publicity on mental health. 4. Enhancing public health service levels by continuing to optimize immunization services, strengthening monitoring of health hazards in drinking water and public places, and jointly implementing actions on health adaptation to climate change. The three-pronged occupational disease prevention actions will be further advanced. 5. Continuously improving the effectiveness of health supervision and enforcement, improving the administrative law enforcement system and standardization, strictly carrying out public health enforcement checks, and conducting special inspections during key seasons and at key sites. 6. Further improving the chronic disease prevention and control system, using major public health projects and basic public health projects to conduct chronic disease monitoring and intervention. 7. Strengthening the Party’s leadership in disease control, ensuring the Party’s centralized and unified leadership over disease control work, and building a strong collective force to promote the high-quality development of disease control in the capital.

Leaders of the Beijing Municipal Health Commission, the heads of the Beijing Disease Prevention and Control Bureau, and members of their teams attended the conference. Key officials from district disease control bureaus in Fengtai, Shunyi, Chaoyang, Tongzhou, Haidian, and Xicheng, as well as representatives from Beijing Customs, participated in exchange speeches. Officials from relevant departments of Beijing, the head of the work group from the Beijing Municipal Commission for Discipline Inspection at the Commission, heads of departments of Municipal Disease Control and Prevention Bureau, district and county-level CDC (Health Supervision) institutions, and mental health prevention and treatment institutions, hospitals, as well as the military health system, civil aviation, railways, customs, border inspection, and other related units, participated in the meeting.
