On December 23, the Theoretical Study Center Group of the Party Committee of the Municipal Health Commission held a study (expanded) meeting. Liu Zhiqiang, Deputy Director of the General Office of the National Health Commission, was invited to deliver a special study and guidance report on Study, Publicize, and Implement Xi Jinping's Excerpts on Healthy China. Zhong Dongbo, Secretary of the Party Committee of the Municipal Health Commission, presided over the meeting and delivered a speech. Zhong Dongbo emphasized that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has delivered a series of important discourses on the construction of a Healthy China. These discourses deeply address directional, fundamental, overarching, and strategic issues, providing scientific guidance and foundational principles for advancing development of health and medical services. He called on the capital's health system to thoroughly study and implement the spirit of Xi Jinping's important discourses on Healthy China, aligning the thoughts and actions of all Party members and cadres with this vision and focusing efforts on tasks outlined by the General Secretary.
Liu Zhiqiang systematically introduced the core content of the Excerpts and provided a comprehensive explanation of the inner logic and rich content of the ten topics, linking it to the practical development of health initiatives in the new era. He stressed that General Secretary Xi Jinping's discourses on Healthy China are an integral part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They reflect President Xi’s consistent commitment to health work, represent a significant development in Marxism and the health theory, and occupy an essential symbolic position in China's modernization efforts. Liu also called for aligning the study and implementation of the Excerpts with the spirit of the Third Plenary Session of the 20th CPC Central Committee, ensuring practical and impactful progress, and promoting high-quality development in the health and population sector.
The meeting emphasized the need to elevate political awareness and fully understand the significance of studying, publicizing, and implementing the Excerpts. General Secretary Xi Jinping's discourses Healthy China reflect a new height in the Party's understanding of the regularity on health-related issues. Participants were urged to recognize the decisive importance of the "Two Establishments" and to act the "Two Maintaining" with a strong sense of political responsibility, making the study and implementation of the Excerpts a key political task. It is necessary to strengthen organizational leadership and understand the rich content and core discipline of the Excerpts. All units were instructed to strengthen organizational leadership, develop detailed learning plans, and implement them carefully. The entire system should carry out diverse, multi-level, and comprehensive education and training programs. Through mechanisms like central group learning, and "Three Meetings and One Class", and through reading sessions, Party lectures, and specialized seminars, a strong momentum for learning should be created. It is necessary to focus on publicity and interpretation. Universities and research institutes in the capital are encouraged to focus on key issues in health reform and development, widely publicizing and interpreting the core and spiritual essence of the Excerpts. Efforts should also be made on highlighting practical achievements and experiences in learning and implementing the Excerpts, gathering collective strength and creating a powerful synergy.The meeting called for integrating learning with practice and applying Xi Jinping’s important discourses on Healthy China in health reforms and initiatives in Beijing. We must adhere to the integration of learning, thinking, and application, as well as the unity of knowledge, belief, and action. This should be aligned with the implementation of the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, consciously applying the worldview and methodology embedded in General Secretary Xi Jinping’s important discourses on building a Healthy China. This approach aims to comprehensively plan the reform of the medical and healthcare system and address key and challenging issues in reform and development. Additionally, it should be integrated with the implementation of the spirit of the Sixth Plenary Session of the 13th Municipal Party Committee. Efforts should focus on supporting six areas and 11 tasks for the development of the capital in the new era, as well as four areas and eight tasks to serve the health of the people. Work for 2025 should be planned holistically, turning learning outcomes into specific actions and tangible results that advance the work of the new year. These efforts aim to ensure the comprehensive and life-cycle health of the people and lay a solid health foundation for Beijing to take the lead in achieving basic socialist modernization.
The collective study was attended by members of the leadership teams and departmental leadership cadre at the division chief level from the Municipal Health Commission, the Beijing Administration of Traditional Chinese Medicine, the Municipal Disease Control Bureau, and the Beijing Hospitals Authority, as well as the department heads, leadership teams of municipal hospitals and directly affiliated units, and relevant responsible comrades from the Commission's Discipline Inspection and Supervision Group.
