In order to implement the requirements of the "Framework Agreement on Exchange and Cooperation of Pre-hospital Medical Emergency Work in Municipalities", jointly promote the high-quality development of pre-hospital medical emergency, continuously improve the level of pre-hospital medical emergency services, and strengthen the emergency response capabilities of emergencies, from July 1st to 2nd, the third "Window of Municipalities" pre-hospital medical emergency academic conference was held in Beijing. More than 200 people attended the conference, including the leaders in charge of the health commissions and the responsible comrades of the departments in charge of pre-hospital medical emergency of the four municipalities directly under the central government, and the main responsible comrades and backbones of emergency centers from all over the country, the leaders in charge of the health commissions of various districts in Beijing, the responsible comrades of the departments in charge of pre-hospital medical emergency and the emergency center stations of Beijing. Liu Juncai, director of the Municipal Health Commission, attended the conference and delivered a speech, and Li Ang, member of the Party Committee and deputy director of the Municipal Health Commission, presided over the opening ceremony of the conference.

The theme of the conference was "Building a Standardized System to Promote High-Quality Development". The conference was carefully organized and 4 exchanges and 10 topics were arranged, bringing together fresh experiences from all over the country, gathering wisdom from all parties, and promoting the high-quality development of the pre-hospital medical emergency system in the participating provinces and cities.

During the conference, the health departments of the four municipalities directly under the central government conducted in-depth discussions on the pre-hospital medical emergency talent team, information construction, emergency medical rescue and other contents in megacities. The 10 municipal emergency centers exchanged extensively on system construction, policy guarantee, quality control, patient services, performance evaluation, and smart emergency. The emergency centers of the four municipalities directly under the central government jointly signed the "Memorandum of Understanding on Establishing a Talent Exchange and Training Mechanism" and the "Proposal for Building a Four-Minute Emergency Response System", and issued invitations and initiatives to the emergency centers of various cities participating in the conference, calling on all cities to actively participate, form a joint force, and make common progress.

Director Liu Juncai emphasized in his speech that pre-hospital medical emergency is an important part of basic public services and urban safe operation, and an important symbol of urban economic development, spiritual civilization construction and comprehensive service capabilities. It is of great significance to play the role of government, protect the lives and health of the people, and promote economic and social development. Since the health commissions of the four municipalities jointly launched the municipal pre-hospital medical emergency forum, the "friends union" has continued to expand and exchanges between regions have continued to strengthen.
