On December 15, 2023, the Municipal Health Commission organized the 12th System-wide Work Promotion Meeting on Immediate Complaint Handling in 2023. Zhong Dongbo, Secretary of the Party Committee of the Municipal Health Commission, attended the meeting and delivered a speech. Leaders and heads of departments of the one committee and three bureaus of the Municipal Health Commission, and main leaders, leaders in charge, and heads of responsible departments of the district health commissions and medical and health institutions attended the meeting.
At the meeting, Wang Jianhui, member of the Party Committee and Deputy Director of the Commission, reported the assessment results, the "three rates", of the immediate complaints handling of the system in November 2023 and gave work reminders. Li Ang, member of the Party Committee and Deputy Director of the Commission, reported on the 6th special inspection of the immediate complaints handling. The attendees watched the documentary video named "One Step Forward"of the Capital Institute of Pediatrics. Leaders of Mentougou District Health Commission and Plastic Surgery Hospital of Chinese Academy of Medical Sciences introduced their experience in the immediate complaints handling. The representative of the Beijing Hospitals Authority spoke on strengthening and improving the quality of immediate complaints handling.
It was required at the meeting that the entire system should implement the decisions and arrangements of the Municipal Party Committee and Municipal Government, adhere to the people-centered approach, and take handling complaints as a starting point to improve the governance capacity and level of Beijing's health system. It is necessary to strengthen our sense of mission, take the initiative to handle complaints immediately and serve the people's health. It is required to further focus on the "seven haves" and "five qualities", make good use of the starting point of immediate complaint handling, actively respond to people's concerns about medical treatment, and steadily advance the "one topic per month" approach. We should strengthen our awareness of problems, insist on making progress while maintaining stability, and strive for excellence. By taking measures such as changing work concepts, improving work mechanisms, strengthening service management, and mastering characteristics and laws, we will push the overall performance of immediate complaint handling across the system from the middle level to the top. We should strengthen safety awareness, do a solid job in production safety and fire safety, complete the tasks of large-scale inspections and rectifications of production safety problems and fire hazards to high standards, strictly follow the requirements of the Municipal Safety Committee and the Municipal Fire Prevention Committee on concentrated fire prevention work in winter and spring, build a strong sense of safety, and ensure safety and stability.
