In order to implement the relevant work requirements of the National Health Commission on the construction of the comprehensive pilot zone for primary health care in 2024 and to make in-depth planning for the construction of the pilot zone in Beijing in 2024, on the afternoon of April 28, the Beijing Municipal Health Commission organized a work seminar on construction of a national primary health comprehensive experimental zone.

Wang Jianhui, member of the Party Committee and Deputy Director of the Party Committee of the commission, presided over the meeting and delivered a speech. Shi Huiyang, Deputy Director of the Miyun District Government, led the District Health Commission, District Medical Insurance Bureau, and District Finance Bureau to attend the meeting and report on their work. Qin Jiangmei and Zhang Lifang, researchers at the Health Development Research Center, the members of the National Expert Steering Group of National Health Commission, were invited to provide work guidance. Responsible staff from the relevant departments of the Municipal Finance Bureau, Municipal Medical Insurance Bureau and Municipal Health Commission attended the meeting and exchanged ideas.

Shi Huiyang, Deputy Director of the Miyun District Government, said that the construction of the pilot zone has received great attention from relevant municipal departments and multiple on-site guidance from the expert group. In the next step, Miyun District will deeply understand the development requirements for the construction and development of the pilot zone and promote the coordinated development and governance of "medicine, medical insurance and pharmaceuticals". Focusing on key policy design, Miyun will go all out to build the pilot zone. Researcher Qin Jiangmei of the expert steering group said that in the past year, the construction of the experimental zone in Miyun District has achieved significant results, with multiple monitoring indicator data ranking at the forefront. In 2024, it will reform and innovate the system and mechanism of "strong counties, vibrant towns, and stable villages" and put more effort into the advantages of Miyun District to explore good practices and create new situations.

Wang Jianhui, member of the Party Committee and Deputy Director of the Party Committee of the commission, pointed out that Miyun District is the only prefecture-level city among all pilot zones and the only pilot zone among all municipalities directly under the Central Government. All departments of Miyun should unify thinking and attach great importance to the construction of the pilot zone. First, based on the work tasks for the construction of the comprehensive pilot zone for primary health care in 2024, it is necessary to be goal-oriented, systematically plan and accurately formulate measures for the actual problems in Miyun District, and fully promote the construction of the pilot zone. Secondly, all departments should strengthen coordination and focus on key issues to form policy synergy. Additional attention should be paid on Miyun District in terms of personnel training, financial guarantee, policy support, etc. It is necessary to support Miyun District in taking the lead in trials. Thirdly, Miyun District is required to implement the main responsibilities and formulate a task list, to ensure that policies and measures are implemented and effective. It is necessary to summarize and analyze in a timely manner, and strive to achieve excellent results, reform effectiveness, and successful experience in the annual pilot zone construction evaluation in 2024, and truly play a leading role.
