Recently, the Office of the State Council's Leading Group for AIDS Prevention and Control launched the fifth round of the establishment work on the national comprehensive AIDS prevention and treatment demonstration zone. Beijing has been identified as a city-level demonstration zone and will further explore comprehensive AIDS prevention and treatment measures from 2023 to 2026. On October 30, the Office of the Municipal AIDS Prevention and Control Leading Group organized a training meeting on the establishment of Beijing’s fifth round of comprehensive AIDS prevention and control demonstration zone. Zeng Xiaopeng, director of the Municipal AIDS Prevention Office, deputy director of the Municipal Health Commission, director of the Municipal Bureau of Disease Control and Prevention, and director of the Municipal Center for Disease Control and Prevention attended the meeting and delivered a speech. More than 90 relevant comrades from the Publicity Department of the Municipal Party Committee, the Municipal Education Commission, the Municipal Public Security Bureau, the Civil Affairs Bureau, the Municipal Justice Bureau, the Municipal Youth League Committee, the Municipal Red Cross and other member units, the district health commissions, the Municipal Center for Disease Control and Prevention, designated medical institutions for HIV/AIDS antiviral treatment and Beijing STD and AIDS Prevention and Control Association, participated in this training.

At the training meeting, Huang Chun, deputy director of the Municipal AIDS Prevention and Control Office and secretary of the Party Committee of the Beijing Center for Disease Control and Prevention, briefed on Beijing’s AIDS epidemic situation and characteristics, summarized the work of the fourth round of AIDS comprehensive prevention and control demonstration zone, and put forward clear requirements for the work of the fifth round. The Demonstration Zone Management Office interpreted in detail the Work Guidance Plan for the fifth round of the National AIDS Comprehensive Prevention and Control Demonstration Zone. The four districts of Haidian District, Chaoyang District, Miyun District and Fangshan District reported on the construction experience of the fourth round of the National AIDS Comprehensive Prevention and Control Demonstration Zone. Deputy Director Zeng Xiaopeng emphasized in his speech the following contents. First, we should make full use of the experience and practices of the fourth round of demonstration zone to further focus on key links such as publicity and education, preventive intervention, testing services, and treatment follow-up. Second, we should always adhere to a comprehensive prevention and control model with party and government leadership, departmental collaboration, and citizen mobilization and participation, giving full play to the role of member units. The third is to adhere to a problem-oriented approach and comprehensively promoting the high-quality development of comprehensive HIV/AIDS prevention and control work in Beijing.

In the next step, the Municipal AIDS Prevention Office will regularly hold promotion meetings for the establishment work on the demonstration zone, organize supervision and evaluation, and report the progress of the establishment work, to ensure that Beijing completes the relevant work demonstration zone as scheduled.
