The system strengthened publicity and training, printed the "Work Safety Law", "Beijing Municipal Work Safety Regulations" and "Safety Inspection Work Specifications for Prohibited and Restricted Items in Hospitals" and distribute them to all units of the system to popularize legal knowledge. Activities on "4.15 National Safety Education Day", "Safety Production Month", "Fire Safety Publicity Month" and "Five" activities of safety publicity were carried out to enhance safety awareness. System-wide trainings on national security, safety construction, safe production, fire safety, traffic safety, and hospital safety order management were carried out every year, to guide all units of the system to carry out emergency drills such as limited space, flood control, fire safety, electric power, and violent injury, to enhance the risk prevention, safety emergency awareness and self-rescue and mutual rescue capabilities of the staff. Professional departments and institutions such as public security and fire control were invited to carry out inspection and guidance and security cadres were arranged to study with classes, to improve their professional ability and quality.

Take the "Work Safety Law", "Fire Protection Law", "Beijing Municipal Work Safety Regulations", "Hospital Safety Order Management Regulations" and other laws and regulations as the standard for organizing and carrying out safety and stability work. The system organized and carried out special study of laws and regulations, invite experts in emergency management, safety and stability to give lectures and explanations, to help the staff deeply understand the essence of laws and regulations, and clarify ideas and methods.
Focus on the detailed implementation, establishment and improvement of the responsibility system for safety and stability work. It is important to put the safety and stability work in the important content of the report of party and government leading cadres, into the work performance appraisal of organs, departments and directly subordinate units, and into the work assessment of the health commissions of each district. The system also guided all units at all levels to establish safety and security work departments, allocate relevant personnel, to ensure that there are full-time institutions and personnel responsible for the work.
Adhere to prevention first, and comprehensively investigate and rectify hidden risks of industry safety. The hidden danger is serious, and the responsibility is significant. In the face of the fact that some facilities and equipment are outdated and unsafe factors are increasing, we have firmly established the scientific safety concept of "investigation and guidance instead of investigating problems, using funds for commending instead of handling accidents, and researching for regulations instead of summing up accident experience", and actively carried out the work of investigation and rectification of potential safety hazards.
Actively build a "five inspections and one visit" supervision and inspection model covering self-inspection by units, general inspection in various districts, random inspections in the city, expert supervision, joint inspections, and unannounced visits by third-party professional institutions. In the past two years, it has established a coordination mechanism and consultation mechanism for safety and stability work with the Municipal Public Security Bureau, the Municipal Emergency Response Bureau, the Municipal Fire Rescue Station and other departments, jointly carrying out the group physical examination of the fire safety, the special operation of "guarding the safe hospital" and the safety inspection of energy storage and oxygen storage equipment, and random inspection and acceptance of centralized management of hazardous chemical safety risks, etc. The system has successively supervised and inspected nearly 800 (times of) medical and health institutions and found and pointed out nearly 5,000 (items of) potential safety hazards.
In view of the problems found by supervision and inspection, we should adhere to the combination of on-site recognition and written feedback, leader comments and interview reports, special supervision and "looking back", establishing the hidden danger lists and rectification and write-off lists, to ensure that hidden dangers are effectively eliminated in place, and form a closed-loop management and control. In response to traffic violations such as drunk driving and running red lights by some employees, in addition to the administrative and economic penalties imposed by professional departments, corresponding party discipline should be given. A good effect of team regulation was achieved in dealing with one person’s problem.
