In late April this year, COVID-19 epidemic prevention and control work in Beijing ushered in a new round of epidemic challenges, and the prevention and control situation was severe and complicated. In order to fully implement the requirements of epidemic prevention and control and ensure the lives, health and safety of the people, the Municipal Health Commission actively organized and mobilized the "two new" organizations and party members of the health system in each district to initiatively give full play to the exemplary role of grass-roots party organizations as fighting fortresses and vanguards of party members, injecting a strong "red kinetic energy" into winning the battle against epidemic prevention and control.
Consolidate responsibility and build a comprehensive barrier to epidemic prevention and control
During the current round of the epidemic, the health commissions of all districts carried out the deployment of epidemic prevention and control as soon as possible, and mobilized all non-public medical institutions and social organizations to take immediate action, and go all out to devote to epidemic prevention and control through telephone notifications and work group exchanges.
The Dongcheng District Health Work Committee has held several work deployment meetings for non-public medical institutions to carry out various types of education and training, publicity on epidemic prevention and control and safety production, etc. Law enforcement officers were dispatched to non-public medical institutions to effectively consolidate the responsibility of non-public medical institutions for epidemic prevention and control.
The "two new" organizations of the health system in Xicheng District have taken the initiative to take the responsibility for epidemic prevention and control. While comprehensively investigating risk points and keeping the bottom line of epidemic prevention and control, they focused on strengthening close connection with the streets and communities, and cooperate with the city to do a good job in epidemic prevention and control.
The Haidian District Health Work Committee held a special meeting to study and deploy the epidemic prevention and control work as soon as possible, and mobilized the party organizations of various social organizations to carry out education and training on COVID-19 epidemic prevention and control for all employees. Through training, assessment, supervision and inspection, etc., everyone of the system has learnt to prevent and control the epidemic.
The Party Committee of the Pinggu District Health Commission called on the "two new" organizations in the area to take the initiative and act quickly. The directors of private hospitals in the district have led the party members, cadres and the masses to fight the epidemic, and established a leading group with the secretary of the party branch and the director as the team leaders to improve the normalized epidemic prevention and control plan and emergency plan. They have paid close attention to key tasks of epidemic prevention and control such as vaccination, nucleic acid testing, and personnel mapping, making positive contributions to the zero epidemic situation in Pinggu District.
"Two new" organizations such as Rulin Community, Mental Health Service Association, and Traditional Chinese Medicine Association in Yanqing District actively participated in the voluntary service of epidemic prevention and control. They gave full play to the advantages of the team, went to the grassroots communities and school, and government to spread mental health and knowledge of traditional Chinese medicine, and carry out volunteer service activities such as free consultation.
Huairou District established an inspection and supervision group composed of members of the District Health Commission and Health Supervision Institute. Since the epidemic, small medical institutions routinely receive 11 types of symptom patients and illegally prescribe "two antibodies and one antipyretic" drugs and other illegal acts that impede the results of epidemic prevention and control. They have made immediate changes to existing problems to eliminate hidden risks in a timely manner.
Driven by the Shijingshan health system, some small hospitals and clinics in the community, as important parts of social prevention and control, actively searched for existing problems and weak links, and formulated and improved their own epidemic prevention and control plans and emergency plans to coordinate medical services and epidemic prevention and control.
Acting upon the order for nucleic acid testing sampling
In order to stop the epidemic as soon as possible, Beijing urgently mobilized and quickly carried out large-scale nucleic acid testing. The "two new" organizations of the capital's health system bravely shouldered social responsibilities, and have selected key medical staff to go to collection points such as communities, schools, kindergartens, construction sites, relief centers, etc., to carry out nucleic acid sampling in an all-round way.
After receiving the urgent mission of supporting nucleic acid sampling from the Changping District Health Commission, Peking University International Hospital quickly assembled medical and administrative staff in the hospital to join the front line of epidemic prevention. During the May 1st period, the hospital staff gave up vacation and sent more than 400 team members every day to support nucleic acid sampling in Changping District. After learning about the shortage of community personnel, Zengruiliang Dental Clinic and Beijing Chengnan Traditional Chinese Medicine Hospital contacted staff from the urban community health service center as soon as possible, and quickly organized them to support the nucleic acid sampling team.
In the large-scale nucleic acid testing work in Xicheng District, Jiangong Hospital, as the only leading unit among the private medical institutions, is responsible for coordinating and arranging nucleic acid sampling for residents in Chunshu and Taoranting streets. In the past few days, the hospital has dispatched 6 batches of 798 medical staff, making important contributions to the epidemic prevention and control line in Xicheng District.
Party members and activists at the Beijing Direction community health service station canceled the May Day holiday, volunteered to assist the epidemic prevention, and sent more than 30 key medical staff to various communities, schools, kindergartens, construction sites, relief centers and other sampling points. In 9 days, more than 240 medical personnel were dispatched to collect nucleic acid testing samples from more than 10 fragmented areas, and nearly 100,000 samples were collected.
Since April 28, Miyun Bozhong Traditional Chinese Medicine Hospital, Xingchen Traditional Chinese Medicine Hospital, and Boaikang Hospital have dispatched more than 100 medical staff to help Miyun Gulou street to complete nucleic acid sampling at 116 collection points.
Beijing Jingshun Hospital raised more than 2 million yuan to build a new PCR laboratory. In the recent six consecutive nucleic acid testing work in Shunyi District, the hospital fully supported and guaranteed the nucleic acid testing capacity of the district to meet the actual needs of the people in the area.
According to incomplete statistics, since April 2022, nearly 10,000 medical personnel have been dispatched from non-public medical institutions across the city to conduct nucleic acid sampling in sub-regional areas, with more than 1 million samplings completed.
Party members take the lead in charging forward to show their true character and responsibility
At the moment of the war against the epidemic, the "two new" party organizations in each district shouldered the mission bravely, led party members to actively participate in the community epidemic prevention and control work. They set an example to drive the family members and colleagues around them to devote to the fight against the epidemic, implementing the service for the people.
When supporting nucleic acid sampling, the Party branch of Beijing Delconi Orthopaedic Hospital required party members to post "I am a party member and I take the lead" on the conspicuous position of the protective clothing, place the "Party Member Pioneer Post" on the sampling table, and hang the party flag in an appropriate place, to let the masses feel at ease ,rest assured.
Beijing Jingtong Hospital and Angel Obstetrics and Gynecology Hospital actively participated in the regional epidemic prevention and control, and carried out community epidemic prevention and control work such as epidemic prevention knowledge publicity, key population investigation, prevention and control materials distribution, gate temperature detection, nucleic acid detection guarantee, etc. through the theme activity of "I am a party member of the deputy center - I will win the battle against the epidemic"
The epidemic in Chuiyangliu Branch of Chen Jinglun Middle School happened suddenly, and a party member team from Sanhuan Cancer Hospital arrived overnight to carry out large-scale nucleic acid testing. Among them, there are medical and nursing party members and activists. They are not only working in outpatient clinics, operating rooms, and wards of hospitals, but also on the front lines of anti-epidemic venues such as nucleic acid testing points on Dayang Road and airport streets.
Party members and comrades from the Party Branch of Beijing Zhenghe Hospital of Traditional Chinese Medicine took the lead to go to Huilongguan Community Health Service Center to support nucleic acid sampling. After scanning code registration, information collection, nucleic acid sampling for a day, everyone's back has been soaked with sweat, but no one complained and slack off.
The party branch of Futai Hospital of Traditional Chinese Medicine organized party members to take the initiative to join the community epidemic rota, and led the group construction with party building work to improve the concept of residents' epidemic prevention and control.
The party organizations of the "two new" organizations in the Huairou health system guided the leaders of the organizations to take the main responsibility for epidemic prevention and control initiatively, established a red vest volunteer service team with party members and activists, and added party volunteer service post in the outpatient hall of the hospital to provide meticulous and thoughtful service for patients.
Beijing Jinkang Hospital of Traditional Chinese Medicine was guided by the party branch secretary in person. They have established a hospital epidemic prevention leading group, formulated medical prevention and control screening procedures and emergency prevention and control measures, and carried out batch prevention and control training for all staff.
Under the leadership of the Municipal Health Commission and the district health commissions, the "two new" organizations of the capital's health system have taken action one after another, actively implementing the requirements for prevention and control, actively participating in the frontline of the fight against the epidemic, and fulfilling social responsibilities. They have contributed "two new" forces in the blocking war against the COVID-19.
