Health Work Conference of 2019 was Held in Beijing

On the afternoon of February 20, 2019, the Health Work Conference of 2019 was held in Beijing, summarizing the health work in 2018, and deploying key tasks of the city in 2019. The deputy mayor of the municipal government, Lu Yan, attended the meeting and delivered a speech. Chen Bei, deputy secretary general of the municipal government, presided over the meeting. Lei Haichao, secretary of the Party Committee and director of the Municipal Health Commission, gave a report entitled “Initiative and Innovation Promote the Health and Wellness in the Capital to a New Level”. The Municipal Health Commission reported the health performance evaluation of each district in 2017 and the DRG evaluation results of the second-level hospitals in the city. Representatives of the Haidian District Government, Peking Union Medical College Hospital and Blood Center of Beijing Red Cross made speeches on the construction of healthy Haidian, continuous improvement of medical services, and full efforts to improve the blood supply of the capital.
Lei Haichao pointed out that the work in 2018 has achieved remarkable results. The average life expectancy of the city's residents has reached 82.2 years, and the infant mortality rate has been reduced to 2.01‰, reaching the level of high-income countries. The reported incidence of Class A and B infectious diseases is 128.9/100,000, which is the best level in recent years. The comprehensive reform of separation of treatment and medicine has achieved remarkable results, and the comprehensive reform policy of medical consumables has been introduced. The construction of healthy Beijing has been comprehensively promoted, and the coordinated development of Beijing-Tianjin-Hebei has made positive progress. The party leadership and party building have been comprehensively strengthened, and the counterpart support, international exchanges, large-scale activities and other tasks have been successfully completed.
Lei Haichao stressed that in 2019, the health work in the city should be guided by Xi Jinping's new era of socialism with Chinese characteristics. It is necessary to implement the key speech of Beijing from General Secretary Xi Jinping thoroughly, adhere to the general tone of steady progress, and fully implement the tasks of seventh and eighth plenary sessions of 12th conference of the Municipal Party Committee and the tasks of the "Government Work Report". The work should be focused on the prevention and control of major diseases on the 70th anniversary of the National Day, and responding to the aging of the population actively and promote the convergence of the birth policy and related policies to make new contributions to building a world-class harmonious and livable capital. Efforts shall be made to achieve greater results in the areas of medical and health service guarantee, comprehensive reform of medical consumables, comprehensive implementation of the city's general rules, accelerated promotion of coordinated development of Beijing-Tianjin-Hebei, deepening the construction of healthy Beijing, promoting the inheritance and development of Chinese medicine, and effectively strengthening party building.
Vice Mayor Lu Yan pointed out in his speech that the health level of residents in the city has been further improved, the ability and mechanism to prevent and control major diseases have been advanced, the blood management work has been more effective, the construction of the graded diagnosis and treatment system has achieved remarkable results, and the coordinated development of Beijing-Tianjin-Hebei has seen new results. National health districts have been created or are being created in 16 districts of the city, and institutional reforms at the municipal level have been carried out in an orderly manner.
Lu Yan requested that the health system of Beijing should do all the work in 2019 actively. It is necessary to focus on the task of major activity service guarantee, promote the comprehensive reform of Beijing's medical consumables linkage solidly, deepen the promotion of resource deconstruction and regional coordinated development, strengthen the construction of pre-hospital medical emergency system, improve the ability of primary health care and appointment services continuously, build a model combining medical care and senior living in Beijing, strengthen the tobacco control effect with multi-pronged measures and develop TCM culture and innovation.
More than 200 people, including the person in charge of the Health Bureau of the Logistics Support Department of the Military Commission, the person in charge of the relevant departments of Beijing, the head of the district governments, the main person in charge of the health and family planning commissions of all districts, relevant experts and representatives of social supervisors, persons in charge of the Municipal Health Commission, the Municipal Administration of Traditional Chinese Medicine, the Municipal Administration of Hospitals, the Municipal Senior Office and the main departments directly under the agencies, the presidents of all three levels hospitals in the city and some private hospital attended the meeting.
