To ensure the application process of the Capital Health Development and Research Special Programme goes smoothly in 2018 and further strengthen programme management, Beijing Municipal Commission of Health and Family Planning held the Capital Health Development and Research Special Programme Promotion Meeting 2017 on July 24, 2017. Zheng Jinpu, Member of Beijing Municipal Commission of Health and Family Planning, Yu Jing, Director of Science, Technology and Culture Department, Beijing Municipal Bureau of Finance,Song Mei,Director of Science and Education Office, Beijing Municipal Commission of Health and Family Planning, Wang Huiling, Deputy Director of Science and Education Office,Beijing Municipal Administration of Traditional Chinese Medicine attended the meeting.

Zheng Jinpu, Member of Beijing Municipal Commission of Health and Family Planning, reviewed the history and experience of the Programme over the past two decades, stressing that the new round of Programme is an important task to carry out the national and municipal decisions and plans on science and technology innovation and medical and health structural reform and a major task in the medical and health field to advance the construction of science and technology innovation centers with global influence in Beijing. He proposed the requirements for the new round of organization and management work. He said that the application and implementation work of the Programme in 2018 shall be carried out effectively by following a series of principles, which are sticking to Capital model standards, seizing the reform opportunities, deepening the understanding of policies, paying attention to process management, holding research red line, improving research quality, strengthening evaluation and assessment, promoting the deep integration of industry-university-research, facilitating scientific and technological achievements transformation.

Yu Jing, Director of Science, Technology and Culture Department, Beijing Municipal Bureau of Finance,emphasized that Beijing Municipal Bureau of Finance has been paying special attention to the Programme and giving strong support to it. He proposed the new requirements for scientific research personnel in the medical and health field after Beijing issued Policies and Measures to Improve the Management of Scientific Research Projects and Funds which includes a series of deregulation and incentive policies. He introduced the fund using principles after the adjustment to the Programme and required that the units and persons in charge of the projects should comply with relevant requirements, improve capital efficiency and define project performance goals.

Song Mei,Director of Science and Education Office, Beijing Municipal Commission of Health and Family Planning, made arrangements for the management of projects and funds and the application work in 2018, stressing that the units and persons in charge of the projects should apply and conduct the project lawfully, and focus on the scientificity, rationality and standardization of the research. Wang Huiling, Deputy Director of Science and Education Office,Beijing Municipal Administration of Traditional Chinese Medicine explained the applying guidance and requirements for traditional Chinese medicine projects. Zhang Ning, Director of Big Health Industry Service Department, China Technology Exchange explained the Capital Transformation Medicine Innovation Competition program. Meng Sha, Director of Scientific Research Office, Beijing YouAn Hospital attended the meeting on invitation and introduced management experience in the Programme.

More than 200 directors and scientific research principals from the health and family planning Commissions of districts in Beijing, the grade III hospitals, units directly under the municipal government, municipal medical scientific research institutions attended the meeting.
