Beauty salon has now become a place haunted by many female beauty seekers. Advertisements for eyebrow and lip tattooing, double eyelid operation, rhinoplasty and breast augmentation surgeries can be seen everywhere. However, many people are still unclear about whether daily beauty service providers are authorized to carry out medical beauty service.
In terms of the classification of beauty subjects, beauty service can basically be put into two categories: one is medical beauty, and the other is daily beauty. Medical beauty services refer to modification and reshaping of human face image and various body parts through a series of measures such as operations, medication or medical apparatus. For example, double eyelid operation, rhinoplasty and breast augmentation, eye pouch elimination and liposuction, etc., are medical beauty services, which belong to invasive medical beauty techniques. For daily beauty services, we have skin care, face-painting, body sculpting and slimming, which are noninvasive beauty procedures. In terms of the classification on an industry administration level, medical beauty provider has to acquire a License of Medical Institute issued by and is under the supervision of related health care departments; while daily beauty service provider has to acquire Commercial and Industrial Business License issued by and is under the supervision of related commercial and industrial administrative departments. Daily beauty institutes are prohibited from providing medical beauty services.
In 2006, surrounding the phenomenon that daily beauty institutes provide medical beauty services, our health care department investigated a total of 66 daily beauty service providers throughout 9 districts and counties. The findings of the investigation showed that more than 70% of the daily beauty institutes provided medical beauty services, among which many had even performed very harmful orthopedic operations. For example, almost 20% daily beauty institutes provided breast augmentation and liposuction surgeries.
It is illegal for daily beauty institutes to provide medical beauty services. Currently, supervision, management, investigation and punishment for such illegal affairs are jointly carried out by appropriate health care departments and commercial and industrial administrative departments. Different punishments will be imposed upon non-compliance institutes in accordance with the seriousness of related illegal acts. For instance, it is illegal for a daily beauty institute, which simply does not qualify to provide medical services, to conduct medical beauty; under this circumstance, the appropriate health supervision department will impose a fine and forfeit its illegal profits; moreover, the appropriate commercial and industrial administrative department will withdraw its business license.
