Today is the "5 ? 1" International Labor Day, and also the 1st anniversary of promulgation and implementation of "Beijing Regulations on Banning Smoking in Public Places". The implementation of tobacco control in our city has obtained certain results over the past 1 year.
As early as May 15, 1996, the Standing Committee of Beijing People's Congress has promulgated "Beijing Regulation on Banning Smoking in Public Places". The promulgation played a drive role in tobacco control work, and the smoking rates presented decline trend year-after-year. Before the implementation of smoking regulations, the average smoking rate of people above 15 years old in our city was 34.5%; after the implementation, it dropped to 28% in 2001, and declined to 21.46% in 2008, with an average decline rate of 1 percentage each year. To embrace Beijing Olympic Games, on May 1, 2008, the city government promulgated and implemented "Beijing Regulations on Banning Smoking in Public Places", in which, the 8 major places of smoking prohibition were increased to ten places, and smoking in Olympic venues, restaurants, hotels was completely prohibited. Over the 1 year of promulgation, it has accelerated the decline of the smoking rate and in 2008, the average decline rate increased by about 50% and thus ensuring the realization of goal of "Smokeless Olympics".
According to a survey of professional bodies on Beijing residents, 80.8% of people think that number of smokers in public places has been reduced, and 85.3% of people think that the number of smokers in restaurants has been decreased significantly.
Last year, the City Patriotic Pubic Health Committee trained over 1,200 non-smoking supervisors and 100,000 non-smoking inspectors and authorized the city health supervision departments to carry out anti-smoking supervision and law enforcement work. According to statistics, in 2008, a total of 72,845 public places were supervised and inspected. Of these, 3147 units had violation phenomenon, and 685 violation units got the penalty of warning and correction within set period of time. The city's law enforcement officers at all levels discouraged 40,642 smokers in public places.
From Jan. to Mar. of this year, the health supervision departments at all levels carried out supervision and inspection throughout a total of 20,197 public places. Of these, 19,776 units could seriously implement the relevant regulations, and violation cases were found, in 421 units and 245 units got the penalty of "warning and correction within set period of time"; 2463 people were discourage smoking.
In addition, the City Patriotic Pubic Health Committee also cooperated with City Board of Education, City Health Bureau, the Business Council, the Tourism Bureau, City Traffic Committee and other departments in the city to continue to carry out the "smokeless schools", "smokeless restaurants", "smokeless hospital" and "smokeless taxi" and other activities, which greatly promoted the control of smoking in public places in our city.
Smoking is a major cause of lung cancer, and smoking cessation has obvious effect of reducing the occurrence of lung cancer. In Britain, the United States and other developed countries, as a result of increasingly stringent anti-smoking laws, male lung cancer mortality rate has been stable or in decline. Therefore, we call for the general public to decrease or prohibit smoking, and the youth should be prohibited from smoking.
Achieving the goal of Banning smoking in public places can not be separated from the understanding and support of every member of the public. To take this opportunity, we call upon everyone to participate actively in anti-smoking action. when seeing the act non-compliance with the provisions, each person has the right to discourage and prevent. I believe that through our concerted efforts, the goal of completely banning indoor smoking by 2011 will be achieved to create a "smokeless Beijing."
