The Management Method on License of Beijing Medical Institutions which was newly revised by Beijing Health and Family Planning Committee will be implemented from 1st September, 2014, can you explain for us? Director Zhang: Hello, host, audiences and hello every one. According to national laws and regulations including Control Regulations on Medical Institutions, Health and Family Planning Administrative Department will undertake the work of licensing medical institutions by handling some administrative licensing items including processing the setup, registration for practice, alteration, verification and cancellation of medical institutions. In order to further standardize and strengthen management on license of Beijing medical institutions, Beijing Health and Family Planning Committee and Beijing Administration of Traditional Chinese Medicine revised the Interim Procedures on Approval Administration of Beijing Medical Institutions which was issued by the former Beijing Municipal Health Bureau and Beijing Municipal Administration of Traditional Chinese Medicine on 21st April, 2010 and will implement from 1st September of this year. Host: What were revised in this new-version Method? Director Zhang: in the principle of “being convenient and beneficial to human”, we firstly adjusted and transferred the power of examining and approving medical institutions to a lower level, by delegating the power of examining and approving the setup of specialized hospitals with less than 100 beds as well as the power of registration of the out-patient departments and clinics set up by medical examination institution, Sino-foreign joint venture, Sino-foreign cooperation as well as Hong Kong and Macao service providers to the Health and Family Planning Administrative Department of district and county levels. Meanwhile, except individual medical institutions which were regulated under special national rules, through power adjustment, administrative organs were kept consistent in terms of examining and approving as well as registration of medical institutions. Secondly, the time limit for examining and approving medical institutions was shortened. For application documents which had been accepted formally, the Health and Family Planning Administrative Department should make decisions on license of registration for practice within 10 working days. If decisions cannot be made within 10 days, with approval from the principal of this administrative organ, the time limit may be allowed to prolong, but not longer than 45 days. Thirdly, relevant policies related to encouragement of establishing medical institutions with social capital and planning and setup of medical institutions were strengthened. In Method, it defined that medical institutions were encouraged to be set up with social capital and the priority was given to support the establishment of non-profit medical institutions. Social capital was encouraged to establish hospitals of traditional Chinese medicine, rehabilitation hospitals, nursing homes and distinctive special hospitals. Qualified personnel were encouraged to open individual clinics according to the law. Meanwhile, he emphasized that the Health and Family Planning Administrative Departments of city, district and county levels should formulate plans for establishment of medical institutions of their own administrative region and publicize to the society. Through the above articles, the policy orientation of encouraging establishment of medical institutions with social capital and being fair and open was reflected. Fourthly, materials and procedures of examination and approval had been further unified. For examination and approval of establishment, registration, alteration, verification and cancellation of registration of medical institutions of all levels and all categories, application materials and procedures which should be submitted had been integrated and unified.
