2. Being responsible for the city’s disease prevention and control; formulation and implementation of the disease prevention and control planning, immunization program and intervention measures for public health problems that seriously harm people’s health. Moreover, the responsibilities include managing relevant departments for the implementation of prevention, control and intervention measures against serious diseases, besides reporting and submitting analysis and early warning information on the epidemic situations of infectious diseases.
3. Being responsible for the development and management of the city’s emergency system; formulation of health emergency and emergency medical rescue preplan as well as monitoring and risk evaluation plan of sudden public health events; managing and guiding the tasks for the prevention and control of sudden public health events; and healthcare rescue of various unforeseen public events.
4. Being responsible for the formulation of management practices, standards and policy measures for sanitation of public places, drinking water hygiene, occupational health, radiation hygiene, school hygiene and environmental health. Moreover, the responsibilities including the setting up of relevant monitoring, investigation, evaluation and supervision mechanisms, along with the supervision for control of infectious diseases. The responsibilities further involve formulating and publishing the city’s food safety standards per laws; organizing and managing the filing of enterprise food safety standards made by the food manufacturers; organizing relevant tasks for risk monitoring and evaluation of food safety in line with assigned responsibilities; and organizing the patriotic health campaign and health promotion program.
5. Being responsible for the formulation and implementation of development plans and policy measures for the city’s primary, maternal and child, seniors and mental health as well as family planning services. Moreover, the responsibilities include guiding the development of a system for the aforementioned services and promoting the homogenization of public health and family planning services, besides improving the new operation mechanism at basic level and bettering the rural doctor management system.
6. Being responsible for the supervision and management of the city’s healthcare industry, and the formulation and implementation of management criteria and standards of medical institutions along with their medical, rehabilitation and nursing services and medical technologies, quality of medical care, medical safety and the blood collection and supply organizations. Moreover, the responsibilities include the management and formulation of codes of professional ethics for healthcare, along with the provisions on medical staff’s management practices. The responsibilities further involve the establishment of an evaluation and supervision system of medical, rehabilitation, nursing, public health and family planning services while undertaking the relevant work, such as encouraging the social forces to provide healthcare and family planning services and motivating citizens for blood donations.
7. Being responsible for establishing a mechanism for performance assessment and operational evaluation of the city’s non-profit public hospitals, and constructing harmonious doctor-patient relationship. The responsibilities further involve participating in the formulation of medical care and medicine pricing policies.
8. Being responsible for the implementation of national drug policy and essential drug system in the city; execution of national essential drugs list; and the formulation of city’s recommended list of drug use. In addition, the responsibilities include ensuring centralized procurement of essential drugs and medical instruments for medical institutions; and overall planning and coordination for configuring large-scale medical equipment.
9. Being responsible for supervising and managing city’s public health and healthcare safety according to laws, besides formulating and supervising the implementation of relevant safety rules and regulations of medical and health organizations.
10. Being responsible for implementing national family planning policy; organizing the implementation of policy measures that promote gender balance in population; and monitoring the development trend of the city’s family planning along with giving suggestions for publishing the safety warning and forecasting information about family planning. Moreover, the responsibilities include formulating and supervising the implementation of technical service management system of family planning while ensuring measures for healthy births and relevant medical care for improving the quality of birth population. Furthermore, implementation of family planning reproductive health promotional program is also a part of responsibilities for the purpose of reducing the quantum of population with birth defects.
11. Being responsible for facilitating the establishment of the city’s benefit-oriented family planning mechanism, supporting mechanism for families with special financial difficulties in family planning and mechanism that promotes the development of families practicing family planning. Moreover, the responsibilities include coordinating and promoting relevant departments and mass groups to indulge in family planning, besides establishing a mechanism which is consistent with the economic and social development policies and proposing policy measures that keep the birthrate low.
12. Being responsible for the service and management of family planning in the city’s migrant population; formulation and implementation of service management system of family planning therein, and the promotion and establishment of operational mechanisms for information sharing and public service.
13. Being responsible for facilitating the formulation and implementation of scientific and technological development plans for the city’s healthcare and family planning; along with overall planning for managing special funds for scientific researches in Beijing’s health development. The responsibilities additionally involve promoting and ensuring the application of scientific and technological breakthroughs in healthcare; facilitating the implementation of scientific researches in family planning; and guiding the path for technological promotion and scientific popularization of contraception and birth control.
14. Being responsible for supervising and inspecting the implementation of laws, regulations and policy measures on health and family planning, besides ensuring the investigation and treatment of major violations of laws and supervision of the implementation of “one-vote veto” system of family planning.
15. Being responsible for facilitating the formulation of development planning for the city’s health and family planning talents; besides coordinating and implementing the development of talent teams in the system and training related professional talents. The responsibilities also involve the establishment and improvement of a standardized training system and ensuring its implementation.
16. Being responsible for the propaganda, health education, health promotion, patriotic health and information construction of the city’s health and family planning. The responsibilities additionally involve holding statistical surveys per laws and participating in the construction of an integrated information platform for Beijing’s population. Ensuring relevant international exchange and cooperation and foreign aid, especially with Hong Kong, Macao and Taiwan, is also a part of the responsibilities.
17. Being responsible for the medical and healthcare work of the city’s local healthcare entities along with the ones related with the central government, besides managing healthcare cadres in each department at the city, district and county levels. The responsibilities further involve participating in the organization and implementation of healthcare and medical security tasks of important activities held in the city.
18. Undertaking other tasks assigned by the Beijing Municipal Government.
