Research Team of Municipal People's Congress Investigated Health Work at Grassroots Level in Fengtai District and Daxing District

On April 29, Pang Lijuan, deputy director of the Standing Committee of the Beijing Municipal People's Congress, led a research team of the Municipal People's Congress to investigate the health work at the grassroots level in Fengtai District and Daxing District. Lei Haichao and An Xuejun, director and deputy director of the Beijing Municipal Health Commission, Wang Bailing, deputy director of the Standing Committee of the People's Congress of Fengtai District, Zhang Jie, deputy head of Fengtai District, and Chen Xiaojun, deputy director of the Standing Committee of the People's Congress of Daxing District, accompanied the investigation.
The research team visited the Majiapu Community Health Service Station and the Majiapu Community Health Service Center in Fengtai District, the Clinic of Chajiamafang Village in Weishanzhuang Town, Wanggezhuang Village Committee, and Weishanzhuang Community Health Service Center in Daxing District. After the field investigation, symposiums were held in Fengtai District and Daxing District respectively. The government departments of the two districts covering health, finance, human resources and social security sectors introduced the relevant work situation in the district, and some family doctors and representatives of community residents participated in the discussion.
An Xuejun, member of the Party Committee and deputy director of the Municipal Health Commission, said at the forum that the incentive mechanism of health system in Beijing will be innovated and the work performance will be improved. In particular, based on the construction of a close medical association, the system will evoke the enthusiasm of large hospitals, guide the popularization of superior resources, and improving the overall capacity of health services.
Lei Haichao, secretary of the Party Committee and director of the Municipal Health Commission, pointed out that the current salary of community health personnel is low, and the space for their career development is limited. As a result, the shortage of personnel is becoming increasingly prominent. The next step in community health is to formulate relevant incentive policies to enable community health service institutions to provide health services with full coverage and same quality. Second, it is necessary to strengthen the connotation construction, implement the management of chronic diseases in key populations, and do a good job in the combination of medical and health care.
Pang Lijuan, deputy director of the Standing Committee of the Municipal People's Congress, fully affirmed the basic health work in Beijing in her speech. Regarding the next step of work, she pointed out that the first is to promote the implementation of various reform measures, the second is to better facilitate the masses to obtain health services and the third is to continue to attach importance to the construction of talent teams at grassroots level and further enhance grassroots service capabilities.
