Beijing Promoted Self-examination Platform of Medical Institutions in accordance with Law

On the morning of August 7, 2018, the Beijing Municipal Commission of Health and Family Planning held a special training course for self-inspection of medical institutions in the city to promote the self-examination system of the medical institutions in accordance with the law and launch the work of self-inspection of medical institutions in Beijing.

The self-examination system of Beijing municipal medical institutions in accordance with the law is the information platform that the Municipal Commission of Health and Family Planning, adopting the way of government purchase, entrusted the Beijing Health Law Society to establish a platform according the “Guidelines for Self-examination of Medical Institutions in Beijing”. Based on levels and professionalism, the platform identified 15 first-level, more than 100 second-level and more than 500 three-level legal self-examination indicators that shall be designed and developed into a self-examination system to be implemented by all medical institutions in the city. Medical institutions can enter the system in accordance with the procedures, check the laws and regulations, find problems and deficiencies and correct and improve at any time, thereby reducing the chance of being subjected to administrative punishment and reducing the risk of illegal practice. Focusing on the use of information-based self-examination platform and strengthening legal practice, the Beijing Municipal Commission of Health and Family Planning also issued the “Notice of the Beijing Municipal Commission of Health and Family Planning on the Use of Self-examination System according to Law of Medical Institutions” and issued the latest edition of ”Compilation of Medical Laws and Regulations of Beijing”.

In the training class, Gao Jian, member of the Party Committee and deputy director of the Beijing Municipal Commission of Health and Family Planning, requested all types of medical institutions at all levels to strictly follow the requirements of the Guidelines and the Compilation. In accordance with the self-examination system, they should comprehensively and seriously find out that problems and weakness in practicing according to law, and adhere to the provisions of laws and regulations and standards, further clarify standards, improve existing problems and deficiencies, find hidden dangers, and strengthen the sense of legal practice.

He Xiang, the deputy director of the General Supervision Bureau of the National Health Commission, participated in the training and fully affirmed Beijing for first establishing self-examination information system for medical institutions, conducting self-examination of medical institutions and promoting the self-management of medical institutions. It was clearly stated that this work in Beijing was highly consistent with the work requirements at the national level. Deputy Director He Xiang proposed to strengthen the further supervision of the medical industry, purify the medical market, increase supervision and enforcement, and implement the State Council's "Guiding Opinions on Reforming and Perfecting the Comprehensive Supervision System for the Medical and Health Industry".

More than 200 people including coordinators from128 tertiary medical institutions and relevant business leaders of various district health and family planning commissions attended the meeting and training.
