On July 24, 2018, the Beijing Municipal Commission of Health and Family Planning held a symposium for young cadres. At the symposium, 14 young cadres from the Municipal Commission of Health and Family Planning, the Municipal Administration of Traditional Chinese Medicine and the Municipal Administration of Hospitals, combining their duties and responsibilities, exchange ideas on how to play their role in the key tasks such as medical reform, coordinated development of Beijing-Tianjin-Hebei and construction of urban sub-centers.

After listening to the speeches of young cadres, Lei Haichao, secretary of the Party Committee and director of the Municipal Commission of Health and Family Planning, fully affirmed the positive efforts of all the cadres. He proposed six requirements on how to improve their overall quality and play a greater role. First, they should be politically determined and clearly distinguish between right and wrong. In daily work and life, young cadres must consciously follow the party, maintain the core and the authority of the central government, and cannot lose ourselves in the line and policy. Second, they must strengthen study and broaden horizons. Learning, working and growing together, they should utilize the knowledge, experience and skills acquired in the study to do a better job. The third is to free their mind and be brave in innovation. They should give full play to the characteristics of young people's active thinking and keep their brains open. Rigid and self-sufficient thoughts must be avoided. The fourth is to be full of enthusiasm and serve the people. They must have a feeling for the people and always remember that the interests of the people are above all else. Young cadres must cherish the opportunities for work and make the formulation of public policies more beneficial to the people. The fifth is to strengthen communication and focus on coordination. They should pay attention to methods, ways and techniques and dare to coordinate to improve work efficiency and results. The sixth is to maintain vitality and never slack off. Young cadres should always maintain the motivation of learning and innovative thinking that never stops. They should creatively carry out all kinds of work and never be tainted with lethargy. At the same time, Lei Haichao put forward two requirements for the work of the three organs. First, it is necessary to strengthen the training of young cadres and explore standardized training methods. It is necessary to strengthen the standardization of the system and lay a solid foundation for work. They should strengthen the exchanges between institutions and gradually carry out two-way exchanges training with superiors and other fields. Second, they should care for cadres and promote a harmonious atmosphere. Leading cadres and department heads should implement the requirement on regular talks with stratified classification, establish mechanisms for frequent meetings and level-by-level talks. It is necessary to adopt face-to-face communication methods to enhance communication with cadres.

Li Yanmei, member of the Party Committee and Deputy Director of the Municipal Commission of Health and Family Planning, Tu Zhitao, member of the Municipal Health and Family Planning Commission, and director of the Municipal Administration of Traditional Chinese Medicine, Tu Zhitao, and the standing committee member and deputy director of the Municipal Administration of Hospitals, Pan Suyan, and heads of relevant departments attended the discussion.
