Health and Education Commissions Jointly Explore the Implementation of Health Self-Regulation of Schools Leveraging on “Internet+”

To strictly implement the laws and regulations on health, strengthen the supervision of the health and education departments in accordance with the law, promote schools to implement the main responsibilities, strengthen social supervision, and create a safe and harmonious campus environment, the Municipal Commission of Health and Family Planning and the Municipal Education Commission innovatively explore the implementation of self-regulation on school health and jointly formulated the "Beijing Work Program for Pilot Health Self-examination of Primary and Secondary Schools". The program was developed to promote the advancement of the law enforcement juncture, strengthen daily health and safety management of the schools, timely detect and report school health and safety hazards, and achieve school health self-inspection and self-regulation.

The program selected Xicheng and Daxing Districts to carry out the pilot work on health self-regulation of schools. It required the primary and secondary schools in the two districts to implement their main responsibilities and conduct self-regulation on the nine items stipulated in the health laws and regulations, including the management of public health emergencies in schools, the prevention and control of infectious diseases, the management of the frequent occurrence of common diseases, and internal medical care (health care) institutional management, drinking water hygiene, teaching environment, tobacco control, etc. We should leverage on “Internet+” to build the “School Health and Safety Management and Service System of Beijing”, establish and improve school health security hidden accounts, timely feedback on education and health departments, and strive to implement corrective measures in place.

On June 15, 2018, the Beijing Municipal Commission of Health and Family Planning and the Municipal Education Commission held the pilot training meeting. Responsible persons of health and family planning commissions and education commissions of Xicheng and Daxing District, heads of the health and family planning supervision offices of Beijing, Xicheng and Daxing Districts, directors of the school health care institutes of Xicheng and Daxing Districts, principals of 20 pilot schools, and relevant responsible persons attended meeting. The meeting interpreted the "Beijing Work Program for Pilot Health Self-examination of Primary and Secondary Schools", conducted training on the "school health safety management and service system" and conducted discussions on the issue of school self-regulatory.
