Beijing Municipal Commission of Health and Family Planning Successfully Organized Patrol Activities of Policies on Ethical Management and Review of Biomedical Researches Concerning Human Being

From May 9, 2018 to May 23, 2018, Beijing Municipal Commission of Health and Family Planning held activity of policies speaking tour on ethical management and ethical review of biomedical researches concerning human being.

The activity was sponsored by the Municipal Commission of Health and Family Planning, co-organized by the Beijing Medical Ethics Society, and organized by the District Health and Family Planning Commission. The Science and Education Department of the Municipal Commission of Health and Family Planning selected experts from universities and medical and health institutions with rich experience in ethics management and review and experts that have participated in the development of standards and guidelines to form city-level speaking tour team. Centering on requirements of national and Beijing medical ethics management policies, the experts interpreted the "Management Standards for Ethical Management of Biomedical Research Involving Human Being in Healthcare Institutions in Beijing" and "Guidelines for Ethical Review of Biomedical Research Involving Human Being of Medical Institutions in Beijing", and exchanged ideas on on ethics management-related work.

The health and family planning commissions of all districts responded actively and carefully organized and deployed according to the territorial management principles. A total of 10 patrol activities were organized, covering 16 administrative districts and medical and health institutions at all levels involved in human biomedical researches. A total of 443 medical and health institutions in Beijing participated in the tour. Among them, there were 299 medical and health institutions involved in human biomedical researches, and 144 medical and health institutions that did not conduct relative researches. Among the medical and health institutions involved in human biomedical researches, 88 were Grade III hospitals, 68 were Grade II hospitals, 116 were Grade I hospitals, and 27 were health institutions. Among medical institutions that had not conducted relative researches, there are 26 Grade II hospitals, 113 Grade I hospitals and 5 health institutions. Directors of the 693 institutional ethics committees and directors of offices of the ethics committees of the city, and the related staff of the ethics management and review participated in the tour.

The Municipal Commission of Health and Family Planning requested the district health and family planning commissions to organize district-level training and supervise institutions to carry out training in accordance with the principle of filling up districts within their jurisdiction, in order to further consolidate the effect of the lectures and promote the improvement of Beijing's ethical management and examination capabilities.
