Beijing Health and Family Planning Firstly Achieved “Double-Random-One-Public” Supervision

The training class on “double-random-one-public” supervision reform for national health and family planning supervision and law enforcement recently disclosed that the supervision and law enforcement of Beijing municipal health and family planning has taken the lead in comprehensively implementing “double-random-one-public” supervision in the industry in the country. Previously, the Beijing Municipal Office of Review and Reform, and the National Health Commission have promoted the experience of comprehensive organization of Beijing Municipal Commission of Health and Family Planning on “double-random-one-public” supervision.

Since 2015, the Beijing Municipal Commission of Health and Family Planning has implemented the decision and deployment of “double-random-one-public” supervision reform of the Central Government and Beijing Government, including randomly selecting inspection objects, randomly selecting inspection personnel, and timely announcing public inspection results. A leadership team led by the responsible leaders, coordinated by responsible departments and organized by main responsible organizations for “double-random-one-public” supervision reform was established. Relevant leaders and experts were invited to interpret policies, clarify ideas and eliminate doubts. The commission will include more than a thousand supervision and law enforcement officers in the city in accordance with the professional scope in the spot checks and implement centralized and unified deployment of individual districts and individual professional law enforcement personnel.

During the implementation process, the commission carefully established a list of spot checks. The list of administrative penalties was sorted out from the health laws and regulations. It was piloted in the public health field, and then the medical and family planning spot checks were all included in the “double-random-one-public” supervision. The commission meticulously improved the list of spot checks, entered all supervision objects and 1,284 persons with supervision and law enforcement qualifications into the city's supervision work platform, and improved the database of health and family planning supervision law enforcement personnel and the inventory of inspection objects. It also formulated rules for random checks, issued “Spot Check Rules for Double-Random-One-Public Supervision and Law Enforcement of Beijing Health and Family Planning”, “Random Spot Inspection Guide of Beijing Health and Family Planning Supervised”, “Random Spot Check Standardization Enforcement Manual” and “Administrative Punishment Discretionary Rules of Beijing Sanitation and Family Planning”. Provisions were provided for sampling ratios and principles, sampling coverage, random sampling and special actions, complaints and investigations, the complementary of supervision and inspection, the combination of random checks and self-inspection of relevant staff and the sound connection of the old and new models.

Focusing on ensuring the quality of “double-random-one-public” supervision reform, the Municipal Commission of Health and Family Planning and its Health and Family Planning Supervision Bureau adhere to the “three guarantees in place”. In terms of technology, relying on the health and family planning supervision and enforcement platform, it developed a double-random system, improved the national random sampling double-random module, and ensured that the national, city and district levels can achieve seamless linking of double-random sampling. It purchased more than 500 additional law enforcement recorders to ensure that the entire process of law enforcement was recorded in place. The plan and result of the random inspection are announced every month and information on the investigation and punishment will be provided on the Beijing administrative law enforcement information platform. According to the four-in-one requirements of administrative management, administrative supervision, administrative enforcement, and administrative accountability, the relevant administrative authorities shall be notified of the violations found in the supervision at any time, and the management counterparts shall be instructed to strengthen the main responsibilities.

According to statistics, in 2017, the frequency of health supervision and family planning supervision in Beijing fell by 18.8% compared with 2016, and the penalty cases and fines increased by 67.5% and 69.1%, achieving a reduction in the frequency of supervision but a reduction in law enforcement efforts.
