Beijing Carried out Special On-site Supervision and Guidance on Ensuring Maternal Safety

On the eve of the Spring Festival, to further protect maternal safety, Li Yanmei, deputy director of the Municipal Commission of Health and Family Planning, led a team to go to Daxing Hospital of Integrated Chinese and Western Medicines and Changping Hospital on February 13, 2018 to carry out on-site inspection of ensuring maternal safety and implementing risk assessment of pregnant and lying-in women in Daxing District and Changping District. Relative staff from the Department of the Elderly and Maternal and Child of the commission, Beijing Maternal and Child Health Care Hospital, Beijing Shijitan Hospital, and People’s Hospital of Peking University accompanied the inspection. Li Aifang, director of the Health and Family Planning Commission of Daxing District, and Yang Dongquan, director of the Health and Family Planning Commission of Changping District attended the inspection.

In the supervision of the two districts, Director Li Yanmei affirmed the achievements of Daxing District and Changping District with inadequate grassroot staff. She combined the practical problems in the two districts in detail, putting forward solutions to problems and work requirements. First, the hospitals should analyze the situation comprehensively and recognize responsibility. It is advised to combine the problems with dispersing non-capital functions of Beijing and the Winter Olympics, identify the functions location of the two districts of dispersing the city's population and regional treatment center for the Winter Olympics. They should recognize the important position of women’s and children’s public health in government work and deal with emergency problems and problems in the future so that maternal deaths can be effectively controlled. The second is to establish a sound mechanism. The health and family planning commissions and medical institutions need to be in aware of life, have responsibility and the sense of propriety in administrative management. The Health and Family Planning Commission should, with the perspective of integrating resources of all districts, build mechanisms and platforms, mobilize the enthusiasm of the medical institutions in the districts, strengthen coordination among the committees and offices, and communicate more with the Human Resources and Social Security Bureau in terms of establishment of authorized and grassroots team building. Third, the institutions should strengthen team building and do a good job of training and drills. It is necessary to strengthen multi-disciplinary cooperation and multi-disciplinary collaboration of maternal diagnosis and treatment, combined with municipal and district-level training requirements, to improve their capabilities. They should improve the green channel for critical pregnant and lying-in women. The lower-level medical institutions must analyze the cases that are transferred out, design scenes for various difficulties and intensify the simulation exercises. Fourth, it is necessary to strengthen social linkage and deepen propaganda education. It is advised to actively cooperate with the radio station 1039 and local communications departments, pay attention to details, clarify road signs, indications and landmarks of the maternity treatment passages in hospitals and make connections within and outside the hospitals smooth to ensure convenient access to medical services. It is necessary to make full use of the role of television stations of the districts, strengthen the education of key risk knowledge in pregnancy, and improve the knowledge penetration.
