Beijing Municipal Commission of Health and Family Planning Held a Meeting on Cracking Down on Illicit Trade of Blood

On January 11, 2018, the Municipal Commission of Health and Family Planning, together with the Municipal Public Security Bureau and the Municipal Bureau of Network Information, organized the Municipal Health and Family Planning Supervisory Office and the Red Cross Blood Center to hold a joint meeting of Beijing on combating the illicit sale and purchase of blood, focusing on the research and deployment of ensuring the safety of medical blood in Beijing and safeguarding the rights and interests of the masses. At the meeting, targeted measures in connection with the joint governing of media exposure of "blood donation with mutual assistance turning into paid blood donation" were put forward. Mao Yu, Deputy Director of the Municipal Commission of Health and Family Planning, presided over the meeting and delivered a speech.

At the meeting, the Municipal Commission of Health and Family Planning, the Municipal Public Security Bureau and the City Network Information Office offered advice and suggestions. They decided to carry out special supervision and inspection on illicit trafficking in blood recently in the city to strictly crack down on persons who illegally trade in blood. It was required that the city's blood stations, blood collection points and clinical blood medical institutions should conscientiously do a good job of self-examination. Supervision and law enforcement agencies of health and family planning and public security organs should, based on "Blood Donation" and other laws and regulations, strengthen the combination of supervision of law enforcement and execution to increase clean-up efforts. Urban management and network departments should strengthen the illegal advertising and false network information clean-up.

In his speech, Mao Yu emphasized that it is the responsibility and obligation of government departments to crack down on the illegal trading of blood and safeguard the health rights of the masses. We must persistently combine meeting the blood needs of the people with the fight against illicit trade of blood by adopting various measures to ensure that the city's medical blood needs are met and that efforts are made to reduce and avoid the illicit trading of blood. We must severely punish the persons who violate laws and regulations and those who are detrimental to the interests of the masses by making heavy punches and using ruthless hands. At the meeting, they decided to immediately introduce the relevant supplementary documents, strengthen monitoring of early warning and increase investigation efforts.
