On the morning of February 23, the National Health Commission held a national medical management work conference to deploy key tasks in 2022. Wang Jianhui, member of the Party Committee and Deputy Director of the Municipal Health Commission, introduced the practices of Beijing on strengthening the management of hospital safety and order.
In the previous year, the municipal health system of Beijing has implemented the "Beijing Regulations on Hospital Safety Order Management", having achieved remarkable results in hospital safety order management.
Beijing highlighted political leadership and continued to strengthen the organization and leading of the hospital safety and order management. Under the direct organization and command of the Municipal People's Congress, the problems existing in the management of hospital safety and order were summarized in accordance with the requirements of supervision and law enforcement inspections. The health system developed the "Implementation Opinions of Deeply Promoting Head of Hospital Police Office to be Party Organization Deputy Secretary of the Hospital Security Department" with the Municipal Public Security Bureau to advance party building in leading the medical-police linkage construction.
Second, Beijing highlighted the guidance of the rule of law, and continuously deepened and refined the institutional guarantee for the hospital safety and order management. "Specification on Hospital Safety Order Management" and "Assessment Measures on Hospital Safety Order Management " were formulated and issued. Working with the Municipal Public Security Bureau, the health system formulated the "Prohibited and Restricted Items List of Hospital ", "Hospital Security Service Specifications" and "Specifications on Hospital Police Office Construction", jointly building "four beams and eight pillars" for strengthening the management of hospital safety and order in accordance with laws and regulations.
Third, Beijing highlighted the industry leadership, and always put safety in a prominent position of industry management. Beijing strengthened inspection and supervision. Inspection teams led by municipal leaders and commission leaders have carried out inspections to 301 hospitals. Ability training was enhanced. Medical-police linkage competitions were successfully held to improve medical personnel's handling capabilities. The health system organized competitions for security check-in staff with the Municipal Security and Protection Industry Association to improve the ability of security personnel to detect and deal with problems. Scientific and technological support was promoted. The entrance and exit of hospitals and surrounding roads are included in the coverage of Beijing's video surveillance. 279 hospitals have implemented security inspections, 274 hospitals have installed nearly 20,000 one-key police-calling devices, which were directly connected to police offices and police stations. 277 hospitals have set up police offices with more than 600 full-time police officers. Medical services have been strengthened. The activity of "Doing practical things for the masses" was organized in combination with the study and education on party history and special actions on improving the level of medical services were carried out. Patients and their families’ sense of gain were further increased.
It is learnt that since the implementation of the "Beijing Regulations on Hospital Safety Order Management" in July 2020, the Central Political and Legal Affairs Commission, the Ministry of Public Security and the National Health Commission and other national agencies have summarized and promoted the experience on strengthening and improving hospital safety and order of the Beijing Municipal Health Commission for five times. Relevant guidance documents were formulated referring to Beijing's practice. Zhejiang and other provinces and cities sent inspection teams to Beijing to visit and study. The central and mainstream media in Beijing carried out various reports for publicity.
