On the morning of February 18, the National Health Commission held a national conference on primary health, health emergency, and food safety work to deploy key tasks in 2022. Lei Haichao, member of the party group and deputy director of the National Health Commission, attended the meeting and delivered a speech. As one of the two speaking units in the field of primary health work, Beijing, a typical experience exchange on "Enhancing Capability, Stimulating Vitality and Promoting High-quality Development of Primary Health Work".

Wang Jianhui, member of the party committee and deputy director of the Beijing Municipal Health Commission, said that in 2021, Beijing coordinated the normalized epidemic prevention and control with health reform and development, and insisted on making up for weaknesses and reinforcing strengths, having made new progress in primary health work. First, Beijing built a strong bottom of the grassroots network for defense against the epidemic. In the past two years, 26 community health centers have been newly constructed, and 282 sentinel sites for fever screening have been completed, which has built a solid foundation for primary work on epidemic prevention and control. Second, Beijing improved the governance system and made up for the shortcomings of services. 6,979 community (village) public health committees were established, 650 village clinics in administrative villages without medical and health institutions were constructed, and medical insurance and other village-level medical and health policy guarantees were improved. Third, Beijing innovated the primary appointment and referral service, built a "basic-level health appointment and referral service platform", and established a unified pool for appointment and referral. Beijing carried out services such as medicine home delivery for the elderly and drug demand registration. Basic public health service projects were implemented with high standards. Fourth, Beijing adjusted the contract service fee standards for family doctors and established a tripartite sharing mechanism for basic public health service funds, medical insurance funds, and individual residents, so as to enhance the work vitality of the primary health team.

The video conference was held online. The responsible persons of the relevant departments, bureaus, directly affiliated units and relevant ministries and commissions of the National Health Commission attended the meeting at the main venue. The responsible persons of the health commissions of all provinces, autonomous regions, municipalities and the Xinjiang Production and Construction Corps attended the meeting at the branch venues.
