At 14:00 on October 9, Lu Yan presided over a meeting to schedule the construction of pre-hospital medical emergency facilities. Chen Bei, deputy secretary-general of the municipal government, and responsible comrades in charge of 16 districts, economic development zones, and relevant commissions and bureaus attended the meeting.

At the meeting, a representative from the Municipal Health Commission reported on the construction progress of the pre-hospital medical emergency facilities in Beijing, as well as relative existing problems and solutions. Comrades from Xicheng District, Daxing District, Economic Development Zone, Shunyi District and Mentougou District reported on the work situation and existing problems in each district. The Municipal Office of Organizational Setup Committee, the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Comprehensive Law-enforcing Bureau of City Administration, and the Municipal Commission of Planning and Natural Resources respectively reported on the coordination of work such as emergency personnel and institutions, funding guarantee, seat system and salary performance reform, and the placement of first aid facilities.
