On August 21, 2020, the Municipal Health Commission organized a video conference on the deployment of special actions for the construction of hospital ethics in Beijing's medical industry. More than 300 heads and persons in charge from the Municipal Administration of Traditional Chinese Medicine, the Municipal Administration for Hospitals, the district health commissions, and the city's second-level and above hospitals attended the meeting.
At the meeting, arrangements for the city's special action to carry out work style construction in the medical industry were deployed. Resolutely elimination, investigation and punishment will be done to medical institutions and medical staff using their positions to obtain money and other improper benefits, violating laws and regulations such as collecting rebates, inducing consumption and unreasonable diagnosis and treatment, violating medical technology clinical application management, and illegal marketing of pharmaceutical products. A special action for the management year of private hospitals was launched.
Du Xin, deputy director of the Municipal Administration for Hospitals, reported on the investigation and punishment of illegal activities such as fraudulent acquisition and illegal use of medical insurance funds in the medical industry, especially the medical insurance field, in recent years in Beijing, and made clear requirements for strengthening the supervision and use of medical insurance funds.
Zhang Hua, deputy director of the Municipal Health Commission, on the basis of the current problems in the construction of hospital ethics in the medical industry, put forward four requirements for the further improvement of the construction of hospital ethics in Beijing’s medical industry. First, we should increase our political positions and effectively strengthen the party’s leadership of the construction of hospital ethics. The second is to have a deep understanding of the importance and necessity of carrying out special rectification and construction of hospital ethics as well as the courage to face difficult problems. The third is to strengthen the coordination of departments to ensure that all tasks are effectively carried out. The fourth is to pay attention to the risk of epidemic prevention and control to create a good atmosphere for normalized prevention and control.
In accordance with the city's deployment, from August to December 2020, special actions for the construction of hospital ethics in the medical industry will be carried out in Beijing. We will deal with violations of laws and regulations discovered in the rectification, expose a batch of typical cases of violations of laws and regulations, clean up a batch of medical institutions with irregular management, maintain a high-pressure posture, and ensure that special actions are effective.
